Hi! I am asking a very silly question.

A) If I just have a master's degree, in IT, how about the chance
to file I-140 for national interest waiver?

b) In order to file national interest waiver, must I have a job?

I was not clear.

I hold master's degrees, working in the IT and have two
math/physics papers published (1st rate journal).
I realized even for a PhD it is hard to publish a paper in math
in a very good journal. However the problem is that the paper
is not related to the job.

Also can anyone give an estimate for a PhD candidate
(just in the PhD program, not received the degree but pending),
how about NIW?
 
I do not think that PhD is a must requirement for NIW by definition. Even bachelor can apply for NIW although most of time it is difficult. It is really depended on how does your contribution benifit to the country.

Yes, Its true. Any graduate can apply for NIW. Some times it would be easy if you are working as a full time employee either with a state or with federal govt. I have seen few graduates those who got through the NIW because they are working for a city and in water services branch.

From the facts you have mentioned it seems difficult. 2 papers published in an eminent journal is quite good but seems difficult even with your qualifications
