I have good news for you. People from Indochina who were paroled into this country as part of the Orderly Departure Program (or from the refugee camps without being granted refugee status first) before October 1997 can submit an Form I-485 whether or not they have been granted asylum.
The best part about this is that your green card under this special law is backdated to your original entry date--March 1997. So the minute you get permanent residence you can apply for American citizenship!!!!!!!!.
The bad news is that only 5000 people can benefit under this law. They have been taking applications since January and I do not know how many have been filed.
So if I were you, I would send out an I-485 TODAY.
Dowload the necessary forms from the BCIS homepage and fill them out now.
Under Part 2, question h of Form I-485, write ``INDOCHINESE PAROLEE P.L. 106-429''.
You have to pay the application and fingerprint fee again. And you must enclose a medical form this time. Do not forget proof of your parole status.
The application goes to the same Nebraska address where you sent your first I-485.
