A question: when the files are moved to a different office

I am seeing a lot of responses here like send a letter to the officer who interviewed you. Well my files are moved to a different office and I dont know whom should I send the mail to.

The only way I ever figured out to get a response from my DO (Dallas) was an InfoPass.
