a question on reference letter

An independent expert of mine probably sent his reference letter directly to the immigration service center. I have contacted him several times, but he just doesn't reply me. Obviously it is difficult to ask him to sign and send a copy to me. Since he is a big man in my field, his letter is significant to my NIW-RFE petition. I am wondering how the service center deals with this kind of letters, throw them away? return them? or put them into petitioners' package? Thanks a lot!
 
I think it is difficult to say what they would do. If the letter mentions you case number then it can probably go to your file. Otherwise it might meet trash or would be returned to sender.
 
nobel letter

I wonder what kind of impact it has to have a letter a nobel prize winner in someones filed. USCIS takes such a letter very seriously and plays in favor of the application (EB1 OR)?
 
Definitely letters from distinguished scientists are taken seriously, but it depends for example if the content of the letter actually has supporting evidences. I mean if there is nothing really important and the letter writer just oblidges the recepient by writting strong letter then it is obvious that they would not take it seriously.

Lawyer told me in a similar case that those letters don't help you since they are not part of the petition package and USCIS doesn't have the time to put it in your package. Try to contact the scientist to send the letter directl to you or it is worthless.
