A question for my brother who lives in Venezuela

I'm going to become a US citizen (I just started the process) but if I apply for my brother to get a green card it would take 14 years.

Here's what I'm thinking, maybe he can go to Canada and then I'll bring him here.

I don't know anything about Canadian inmigration and that's why I'm asking.
At this moment my brother is 31 years old, speaks english really good and has a degree in Systems Engineering (similar to electrical engineer) and has worked as a welder for PDVSA (Venezuelan oil company).

I imagine that he can get a visa to go to Canada, but then what? Can you give me an idea of how the process to become a legal resident/citizen in Canada is like.
 
What are the timelines you mentioned in your mail? Ur brother have already applied for it?
Otherwise he can immigrate to Canada on Workers class. Follow this link.

Once he becomes a PR, it takes 3 years to become Citizen there. A citizen can visit US without visa (my understanding). Otherwise its the same as any country I guess. He can come to US and visit you with a visitor visa. Same procedure. Apply for Visitor visa and come.
