a question about mailing to TSC

Hi, Everyone,

Considering all TSC addresses are PO Box, so I sent my AP application by USPS express service. However, this afternoon the USPS tracking info says the delivery was attempted and notice has been left, they will attempt another delivery tomorrow...

-- How could a PO Box delivery get this message? Has anyone had similiar experience?

Do not worry. I saw the same message and next day it was delivered.
It is PO Box some body collects and signs the notice.
