A question about "2-year home residency" rule

I am planning to apply for J visa. My source of funding is from a US university (not for foreign exchange purpose). My home country is not in the exchange visitor skills list. I guess I am not subject to the "2-year home residency" rule. Do I still need to apply for J-waiver in the future? I guess my J1 can switch to H1B from the next job without problem. Thank you for your answer.
 
If you are not subject to the 2-year rule, you do not have to get the waiver. There shouldn't be a problem switching to H1B.
