Is the "personal statement" in Do-It-Youself the same thing as the cover letter written by lawyer? If I hire a lawyer, who is supposed to write a cover letter for my NIW case, do I still need to write a personal statement for the petition? Thanks in advance.

You would have to write in detail about yourself, your achievements, etc and give to your lawyer. Based on this, he/she will prepare the cover letter.You will not have to write anything directly to USCIS for your I-140 petition in this case.
