8th year extension changing company, UN and others

I have a consultant who is on 7th year (company A has his own labor older than 365 days) and now he wants to join company B. how can he acquire 8th year extension based on company A's labor while he works for company B?

I thought in order for one to apply 1 year extension(s), person MUST have to be with the company, whose pending labor person is using to get an extension? can he acquire 8th year extension using company A's labor eventhough he is working for company B?
