7th yr extn Laying off

My buddy just got his 7th year extension based on a pending labor petition.

The labor is still pending - now pending for 10 months.

There is a possibility he might get laid off - what are his options. Can he transfer the extended h1 onto another company and legally stay in the country.

How did he got seventh year? Labor needs to pending for more then year
