7th year transfer denied. CAN SAME employer file?

Hi
My 7th year transfer got denied filed by my future consulting company.
The contract paperwork that petitioned produced failed to convince the
USCIS?
Now my question is
1. instead of appealing for denied case, Can SAME employer file a FRESH
petition for me AGAIN?
2. Nowadays who processes H1B transfer cases? Is it vermont or california?

I would rather start afresh with New company

I would rather start new appliation with new company eventhough
I could go through same employer.
