7th year extention on H1

My company applied for my green card in April 2002, and I have 2 questions:

1. I am completing my 6 year term on my H1 in June 2004. Since my Green Card was applied in April 2002, and that my labour is in process now, if we do not hear from INS until April or so, am I eligible to apply for 7th year extention?

2. I believe my company has applied my GC in RIR process. Now, I just came to know about a friend of mine who has applied through RIR, and when the date he applied for labour became current, he got a letter from INS asking him to apply in Non-RIR (Regular) category. Now, I want to know, suppose I get a similar letter from INS in April or so, asking me to re apply in regular category, do I loose my eligibility to apply for 7th year extension? Or is it just an adjustment in the GC process to change from RIR to Non-RIR (not needing to re apply fresh), in which case will I be eligible to apply for 7th year extension of my H1?
 
1. Yes
2. No. You will still be eligible for extension - your priority date will remain same. ( I believe it was remand and not rejection - based on facts that you have posted.)
