7th year extension

My friend's case was filed in RIR a year back. Now SESA couldn't approve the case in RIR, he is converting it to Non-RIR case. His six year deadline on H1 is fast approaching. Is it possible to get 7th year extension according to new rule that is going to be a law soon. Any ideas!!!
