7th Year extension.

Here is a scenario, please tell me if what this mean.

I have pending labor for more than 1 yrs. with my current employer. I have got the 7th yr. extension with the current employer based on pending labor.

I have just applied for labor with an employer as future employee. What would be a safe time to join him and also qualify for 8th yr. extension. Is it safe to join at the time when I-140 is just filed (does that qualify me for another H1-b ext?) or at the time of I-140 approval?

What is the rule for 7th/8th yr. extension for a case where labor is already approved?

Guys, please reply.. really confused with all the laws around this....
