7th year extension after using EAD

Did any one applied for 8th year H1B extension after use of EAD for 5months?
My H1B expired in Jan'05 and on EAD since then now want to file for H1B extension..

IS IT POSSIBLE based on pending LC over 365 days?
Do I need to get stamped from outside USA?
Yates memo recently released allows to do this?

Do I need to get stamped from outside USA? Yes if need to travel
Yates memo recently released allows to do this? Yes they did but there is a gray area in that and your case falls into that.To my understanding you should be in legal status.Since you are in legal status to me you are OK but I would check with lawyer
