7th year Ext needs Advise

My friend completing visa for 6th year by 2/15/05.
But he was out side us arrount 3 months in the 6 year period.
he can go for this 3 monthe extention initially but now H1b is costly.
His labor applied dated 3/10/04.
Any way, he needs to go for 7th year extention.
Can he get that 3 months with his 7th year extention.
 
He has to first recapture the 3 mos.
Then after that once he has completed 365 days since LC application he can apply for 7th year extension based on pending LC. Ask him not to send the extension before he completes 365 days of LC pending as USCIS will reject it.
