75 year old man who's married to an American Citizen wants to get a GC

Hello,

I'm asking this on behalf of my grandparents... So just a little background story... around 15 years ago, my Grandparents (Israeli Citizens) started the process to get a GC and then Citizenship... It took them around 10 years, at the end however, my grandpa had health issues and couldn't pass his citizenship exam and had to return home for medical treatment, my grandma however passed her exam and received her Citizenship.

Fast forward a few years, my grandpa didn't renew his GC and now it's expired and he lost it. The question is, since his wife, of over 50 years is now an American citizen, and he's 75 years old, what does he need to do exactly in order to receive a GC again, and then potentially citizenship??? How long will the whole process last for a man of his age? And I also heard that if you're over 70 years old, you don't need to take an citizenship exams (Language, US history etc...)

Hoping for an answer, as I couldn't find a way to contact USCIS by Email, so I had to resort to forums.

So basically, he was a permanent resident, and has been out of the US for a few years. He could try to apply for an SB-1 returning resident visa, if he can show he couldn't return within 1 year due to circumstances outside of his control. It probably won't work with such a long absence however. His wife could of course petition him like any other spouse of a citizen; it'll take around a year going through consular processing.

There are exceptions to the english and civics test requirements to naturalization, but they require 15 or 20 years of permanent residency.
