What normally happens after someone receives a letter from the USCIS (in response to an inquiry) saying that "You will hear from us within 60 days". What kind of actions are taken, if any?
 
You should give more detail about what you are asking for ?

In general, if CIS doesn't act on the query in the stipulated scenario, all you can do is call NCSC again and raise on more ticket and wait for CIS.......
 
I am not sure what details you are asking for.
I am a Feb'02 applicant and I filed an inquiry about my case status after the processing date moved to March. This was in July. On 8/4 I got a response saying that we should hear from them in 60 days.

As you are a Feb 02 filer, it is high time you take all possible actions such as contacting senator, writing email to Ombudsman, etc. But make sure they are few days apart. I just started contacting the senator.
