5-year residency based LPR?

I forgot where I saw/read about this. Is there an immigration provision that allows a non-immigrant who has been in the US for at least 5 years before his/her 21st birthday and graduated from US high-school to apply for LPR?

I wasn't sure where to post this question so I apologize if this is not the right place.

You saw it in a dream... or a crystal ball... because there is no such rule right now.

Plenty of children were brought up here illegally, went through the Public US education system and have no way of pursuing higher education because lack of legal documentation.

I think the situation you described was one of the reasons why a bill was passed to allow such non-immigrants to apply for LPR.
