Arent the petition and law-suit different efforts?

The third link takes you to the petition.

I was under the impression, these are different efforts. I guess the law-suit is to force the BCIS to take action, where as the peition is just a request to the BCIS directly. I think we should decouple these two efforts.

The petition being used for media coverage and contacting congressmen. If things don't work out, next step would be law suit.
