485 processing after 140 approval

I'm confused about this question: after I-140 approved through EB1 or EB2, and then filing I-485. Should I-485 be approved by one of the service centers or should it be transferred to a local office for interview? From the msg on this board, it seemed either could happen. Am I correct?

It seems to me that the I-485 should be filed to the service centers. They (service centers) however move the case to local offices IF questions are arising regarding the application, and an interview is necessary. That's MY understanding.
