485 Case Status..

My friend's 485 filing date is 02/11/2004 from VSC. His labour receipt date was 08/29/2001. He called the National Service Center and raised an enquiry on his status. They replied saying that " Our Computer systems show that your petition/application is still pending Service consideration" . Can anyone please help us understand what it means..
