Does the trouble of withdrawing 401K interactively affect your decision to

NO. I would just find out whats best way to withdraw from tax perspective. Thats it.
From other thread discussion, for now, it looks like best option is
Open IRA account==>Transfer 401K in IRA at appropriate time==> Withdraw IRA in chunks over X yrs.

What about education IRA or 529 plan etc? Of course, if you
do not plan to settle down here, you should not get yourself
in the first place. But if now you are already in and decide to leave
US, what should you do? The money from these accounts have to
be spent on the expense of education in the USA

FYI, that money can be spent anywhere for education, not nessasarily in US....
