30 to 60 days timeline for I-824 (follow-to-join)

Does 30 to 60 days timeline for I-824 (follow-to-join) apply after I-485 is approved or is if ocunted from the day I-824 is filed.

If I-824 is approved, within how many days a reply has to be sent with all details about spouse.
 
Any suggestions would be greatly appreciated
 
Follow-To-Join scenario question

HI KAV12345,

you seem to be dealing with Follow-To-Join scenario. I was wondering if you could give me some idea about my problem. My husband is a doctor J1 visa holder and I will be getting a green card while he will be in India completing his 2 years of HRR. Do you know how long approximately it might take for him to come back to USA after finishing his 2 years of HRR thru follow-to-join procedure. Does it take in months or in years?
