3 letters before plastic card

My friend told me that after passport I-551 stamp, he received 3 letters from DHS before plastic card.

1st Letter is Welcome Notice (I-181)
2nd Letter is to tell him that he should receive the card within 3 weeks.
3rd Letter is to tell him that he should receive the card within 1 week.
Then, he received plastic card by mail 1 week after the 3rd letter.

Does everyone receive plastic card without above 3 letters? Or everybody should wait these 3 letters before getting the plastic card?
 
I got approval notices yesterday for entire family.

For me and my wife, I was asked to bring ADIT styled pics, and you will be finger prints etc.. but for my kids, Approval Notice is a welcome notice and it says, New card has been ordered and you will receive in next 3 weeks.

So my question is, Kids need not go for Stamping ? and no need of ADIT styled pics for kids ?

Can I go for stamping in the days other than wednesdays ?
