I was laid off 3 months ago. My company did not cancel my H1 during the period, and my I-94 is not expired until 2004. In such case,

1. does the 3-10 bar apply?
2. If in the future my company is going to cancel my H1B, then does the 3-10 bar apply? If so, from what time the 180 days was counted?
