2nd Attempt for Visitor's Visa (1st Rejection for insufficient amt & both kilns in US

I had sponsored for my parents visitors visa that was earlier rejected in Jan 2001 (New Delhi Consulate).
The consular had enquired about my sister who is studying in the US and about my parents pension amount.

My father expired recently. I would like my mother to stay with me for sometime and help her recover.

I have a green card and my sister is on F1 here.

Q1. How should I prepare the application for the consulate? Is there a special consideration in such cases?

Q2. Should I show my mom dependent on me?

Q3. Is there a ballpark figure or how much amount is sufficient?

Q4. If I open a joint account with my mom would that be of support?

Q5. Would taking a letter from any of the authorities or Congress man help in this case?

Q6. Do I have any other options? I want to make sure the documents are proper and complete this time around.

Would appreciate any suggestions, recommendations or any one who could share their experience.

If you show that your mother is dependent on you the chances may be less for approval as they may fear she'll never come back Try to show all her properties (in case none, try to transfer your or your Father's property to her name). Try to show good bank balance for her. The amount that you should have in your account is $5K to $10 K. Remember that it's your liability to prove that she will return and not a potential immigrant.
Try to get a recommendation letter from a person of repute.
