2nd Application for H1-B

I had applied for H1B visa in early part of 1999 which got rejected as I was not able to produce my actual degree.
There is no reject stamping on the Passport though.

The application was done via the US consulate in Chennai.

I am contemplating applying for the H1 again this time - however am not sure what the implications would be of the earlier rejection on the chances of getting one through this time.

Any advice or similar experiences, any one ?

US Consulate cannot reject H1B , they can only refuse VISA stamping saying more documents needed.

If you see the last pages/cover of your passport , you will see an entry saying 'applied ...with date..'
This was stamped by US Consulate.

However there will not be any problem for reapplying.
I got refused once and got it stamped later.
