2A numbers EXEMPT from per-country limit

Can any one tell me what do they mean by 2A numbers EXEMPT from per-country limit are available to applicants from all countries with priority dates earlier than 01 JAN 10 ?

GC holder like to go get married in India in December and sponcer spouse from India like to know how long whould it take,
 
Without getting into the complexities of how they calculate all that stuff, all you need to do is look at the India column for F2A in the visa bulletin. http://www.travel.state.gov/visa/bulletin/bulletin_5145.html

Right now it says 01 April 2010. So that's 6 months for the priority date to become current. Then another 1-4 months for the consular formalities.

However, historically F2A has taken 4-5 years to become current, so it could possibly revert to that kind of long wait again.

You need to file I-130 after marriage. It all depend on the how quick you can file it + 5 months processing time + 2/3 months consulate interview.
 
I like to clearify that I am Just GC holder not USC which I got it six month ago. when got married to USC. Did not work out coz She got two kid and i have two I don't know about every one but for me kids comes first and will not take it from this beach who started cheating on me.FYI it was a real marrage not just for GC.She just got married for money.

well, if you got your GC just 6 months ago, do you have a conditional GC? If you do, worry about I-751 first.
If you do have a 10 yr gc, I think you have to wait 5 years AFTER you became a permanent resident before you can sponsor your spouse.
 
Your timing is a real problem! Planning to marry while you are still married (since you did not mention divorce) and so soon after getting your GC looks a lot like marriage fraud. You need to consult an attorney.
 
I do have conditional GC.
No I am not planning to marry while i am still married, I know I can't.It will be after divorce.

It used to take 4-5 years for spouses in F2A, but they cleared up the backlog recently and now it is down to 6 months for the priority date to become current.

However, because you got your GC via marriage to a USC, you must wait 5 years after your original GC was approved before you can file for a new spouse.

Is your expected future wife the mother of your two kids? If yes, forget about ever sponsoring her. Attempting to sponsor her would put you at risk of having your GC revoked, if she is the mother of your children.
