does it mean CSC approved these I-140s in March only?
 
One thing I noticed was all the cases of I-140 which were
approved in march has last status as RFE. Only one case was
exception to this and it was also pretty old case (2002).

So looks like USCIS is clearing the old / RFE cases. One case
of Nov 2003 and another case of Oct 2003 are also approved
after RFE.
 
This is amazing. How many thousands of I-140 applications would have been submitted in May 2003 (the current processing date for EB3's). At this rate they should get to my application (July 2003) by the time I die from old age.
 
July 2003 is not that far...just think of the family-based petitions, with backlogged petitions filed as far back as 1995.
