For your parents, you'll need to move back to the US now to file for them. If they're going to stay in the US to pursue the green card via I-485 (adjustment of status, which they should do since they have H1 and H4 which are dual-intent visas), you'll need to file I-864 along with the I-485. Your H1B parent can use the H1B income for the I-864, but if you don't have a job your H4 parent would need a joint sponsor unless their assets are enough to offset the income requirement.
Your brother will have a 10-12 year wait; you can file I-130 for him now but you won't need to file I-864 for him until those 10+ years have passed.
Are you saying there's:
option 1. I move to States. File I-130/I-864/I-485.
option 2. Parents file I-485 themselves?
If so, which is easier/fastest?
Those above are not either/or choices. It's both. Your parents each file their own I-485, together with (or after) the I-130 and I-864 you file for them, and you must move to the US.
The other option is for your parents to pursue consular processing; instead of filing the I-485 they'd wait for an interview at a US consulate in their home country. But that option doesn't make much sense, given that they're in the US with dual-intent visas.
