20K H1 & beyond

All,

Here is the problem (and pretty sure not that unique):

1) OPT ends mid may
2) Have a Job and H1 ready to be applied for the 20K quota
3) If the H1 does not come through by mid may, will it be automatically considered for the Oct quota? Can one stay during the grace period waiting for the H1 to be approved.
4) Grace period would end mid July; if by then, H1 has not been approved, can one apply for the October quota? and does one need to go back to their home country till the Oct H1 has been approved?

Could the 20K H1 get delayed up until May? I have a job offer, and I am just waiting for USCIS to release the application date, unfortunately, USCIS is taking too long to release the date. I am wondering what are they waiting for?
