It has been told that USCIS is anticipating that the 20000 H1b cap will be reached on the first day of opening (May 12, 2005). If that happens, CIS will accept more applications one more day (May 13, 2005) and resort to a computerized lottery system to issue new H1-B including "upgrade" (changing Oct 1, 2005 visa to one with earlier start date). Is there any information if the cap is reached? If no, when shall we hear about this? And how long will it take to get the approval note if upgrade is granted.
