180 Days Rule (6 mnths)- During Green card

My 5 five years with Green card will be completing in 4 months. But during this 5 five years I was in abroad for about 197 days (accmulated with 3 trips - like trip 1 65 days, trip 2 95 days and trip 3 37 days).

Requirement Douments says :-

An applicant is eligible to file if, immediately preceding the filing of the application, he or she:
• has been lawfully admitted for permanent residence;
• has resided continuously as a lawful permanent resident in the U.S. for at least 5 years prior to filing with absences from the United States totaling no more than one year;
• has been physically present in the United States for at least 30 months out of the previous;
• years (absences of more than six months but less than one year break the continuity of residence unless the applicant can establish that he or she did not abandon his or her residence during such period)
• has resided within a state or district for at least three months

QUESTION: - I am confused with the above statement or requirement. Yes I am physically here in US for more than 30 months but I was out of the country more than 6 months (197 days). Am I eleigible to apply for US citizenship within a month or my 5 years requriement gets reset ?

Please help me understand the requirement based on my situation. Thank you.
 
N-400 Processing Time for Wash, DC

I was looking at some of your postings and it looks like some people who applied after me have gotten letters for interview before I do. I applied in September 2005. They finally sent me a fingerprint appointment for Match 7, 2006. The District Office for Washington, DC is currently processing Priority Date, Oct. 25, 2005, but I haven't heard anything from the DO.

I called the National Customer Service Center and they sent a letter asking the District Office to contact me. I am told that DO should contact me in 30 days. I think this is a bit unsual. Does anyone know what could be the delay? Below is the info
