I talked to my lawyer last Friday and he said no matter how cautious I want to be, today is the 181 from the AC21 signed by Bill Clinton on Dec 17,2000, I can switch employer now without problem for sure. I think for other people like me who have been struggling with a consultancy going out of business, it really is good news!

It is good news. However, it will probably take 999 days to receive instructions from the INS on how to use it. In the mean time your file may be held in limbo. Use with caution!1
