180 Days Clock

Hi all
I am a new member and have a question for all Gurus
Does the 180 day clock start ticking (for Ac1 portability) after 485 Notice date or after I140 approval (CONCURRENT FILING)

Response greatly appreciated

180 days clock start from I-485 RD but some attorneys advice it would be safe to use AC21 after I-140 approval for concurrent filing since BCIS yet to publish the regulation for AC21
 
What if 485 is pending for more than 20 months (with original 140) and 140 refiled again which is less than 180 days?? Please share ur thoughts,,
