Is there any likelihood that AC21 regulation when it is out can
completely get changed? Or they reword it before they pass it
as a regulation?

No way

The INS cannot reword AC21. It's ...well, the LAW.
What they have to do is release their interpretation of it, which can be argued a little bit either way but cannot be changed compeletely (like saying I-140 portability is NOT allowed)
And they also have to release detailed regulations as to what procedures are to be followed by adjustees who are making use of this law.
