Even it's not very clear whether everybody ( who passes 15 month timeline from FP) gets Re-FP or not...... Some people say it's computer picked - to decide who needs to go for re-FP after 15 month.

I think it's the date you did FP. I called IIO and that's what they told me. But logically, it should be the date they received the FP. And from the date those ppl got second FP notice, mostly are the date INS received the FP result.
Here is a definitive answer to my question. Posted here for everyone's info.

I just checked online. My case is approved. One thing I notice, actually the 15 months finger print expired rule starts counting from the date INS recieved your FP and not the date you did your finger print.
