15 month backlog by the end of this year?

In the Backlog Elimination Plan Update: 6/16/04 on this page:

by end of 2005, backlog will be 15 months. But currently,
Nebraska is still at Aug 2002, which means Nebraska will process
24 months cases from Aug 2002 to Aug 2004 in the next 10 months
in order to meet the goal. It just doesn't seem realistic.
Other service centers are much faster and looks like they can make it.
Why Nebraska is so sloooooow.

I think it’s very easy for NSC to meet the 15-month requirement theoretically or even 5 month, 5 days, 5 seconds….

They can apply Before Christ priority date for all categories. NSC promises never come true.
 
Priority dates are not controlled by NSC or CIS. They are created and maintained by dept. of state, so can't blame NSC for that, though we can blame them for many things (like not processing cases in any order, not advancing the dates on official report etc.)
 
USCIS "backlog" = cases over 6 month old

I think that the "backlog" figure means anything that is OVER their 6 month target timeframe. SO, if the backlog is 15 months, it means that processing time is 21 months.
 
I think the CIS report talks about reducing total cycle time to 15 months (not backlog) , so it should be just 15 months by sept 05...but then the report also talked about reducing 140 cycle time to 8 months by sept 04 and that did not happen so!!!
 
INS promised 6 months few years ago, actual times at NSC is 2-2.5 years now.
Now they are promising 15 months, you do the math for actual times.
 
Dont miss the point guys. if NSC will process the files that fast these farmers will lose there jobs. Did you noticed these days more RFEs than approvals! they play it very smart.

70% of the man power in NSC are short term contractors!

I hate these nasty people.
 
Nothing will be done and nothing is going to happen. Chill out guys, have a drink and forget all the promises. I am just too frustrated and I can't help thinking pessimistically.

Processing times are just that: processing, not approving. It means that if you were to send an application, no one will look at it after you receive your receipt notice untill the processing time. Then when the processing time comes, some one will actually see your file and may take further actions to delay approval e.g. RFE, FP, transfer. These actions let them put your case on the back burner again while they 'process' more applications. Other 'faster' centers transfer more cases than NSC and their 'processing' time moves faster making them look more efficient. For example, VSC has transferred twice as many cases as it has approved in order to 'speed process'. Sure it has 'speed processed' VSC's 'processing time' but it does not 'speed approvals'. Most transferred cases are on to 3rd or 4th EADs. Most local offices in the VSC zone are so overwhelmed by these transfers that it takes them >6 months to look at your file and nearly 12 months to schedule your appointment. USCIS is making a fool out of every one, reducing their processing times and collecting money for 3rd/ 4th EADs, APs. So don't get your hopes high.
