I filed i40 in PP got an RFE and submitted the reply as well. will it continue in PP since they mentioned they are not doing PP any more for 140.

Correct - the 15 day clock will start once they receive the RFE rebuttal.

It becomes normal processing after you reply to RFE in case of I-140.

Not quite, it's normal processing once an RFE was issued, but the 15 day clock starts when the RFE rebutal was received.
