Still waiting for I140 approval after sennding RFE Reply

I'm still waiting for I140 approval after sennding RFE Reply (ability to pay) which USCIS received on Dec 17, 04. I don't understand why they are not taking a decision.
My I140 and I 485 RD 2/25/04 (concurrent filing)
My Pririty Date 5/15/01

What could the reason for USCIS not taking a decision on reply to RFE?
