140 and 485 which service center?

Do you need to apply 140 and 485 to the service center affiliated with the place where your company is located or from the state where you work?
 
company's location. my friend is working for KPMG chicago office and her company apply for her in new jersey.
 
I heard I140 should be filed based on LC location, I485 can based on I140 or home address. My LC also told me where I should file I140.
 
Actually ,I am asking this because my friends case (ND DEC13 2003) got transfered to California.His company is in California but he is Michigan and works in Michigan.His labor is from Michigan.Why did NSC transfer his case???????
 
I guess, lawyer filled California company address in the forms, then NSC transfer. The question is why lawyer didn't fill Michigan company suboffice address in forms? If there is not suboffice, probably petitions should be filed to CSC. Maybe I'm wrong.
