Hi everybody! I am EB3-RIR and I just got my LC approval in Feb. Now my layer will apply for the I-140. Can he aplly for he I485 concurent or not? My PD:Aug/2001 - NY.

Here are the dates. If your PD would be May for every country except India, you could. http://travel.state.gov/visa/frvi/bulletin/bulletin_2868.html
File I-140, and hopefully next visa bulletin will advance by few months. And you will be able to file I-485.
