Everyone can only make guesses as to whether there is any sense to the randomness of USCIS processes.

As far as I can tell from this forum, I think the last people to get fingerprint notices were the ones who filed in June 2003..... except for a few random cases.

Looks like the amazing unpredictability of USCIS extends to FP as well...which should'nt be surprising....
