10k quota for FY 04 not approved yet

Each year the issuance of the 10K visas for I-485 asylees needs to be authorized by Congress and approved via a Presidential Determination. This is a pretty standard procedure: by mid September, the President of the US sends a memo to the Secretary of State advising on the refugee admissions for the coming FY. That recommendation is then sent to the Congress and approved with no changes.
Over the last years, the refugee admissions were gradually reduced and the PD were approved with ceratin delay. For FY 02, it was approved by Thanksgiving (!!).
The fact is that, until that PD is officially approved and published in the Federal Register, BCIS wont issue any I-485 asylee visa.
The problem here (if there is any at all) is that up to now, President Bush hasnt made his recommendation on refugee admissions (and the 10k quota for us) for FY 04.
He did by mid September last year. And all the Administrations before his, did it by then as well. But, this year for unknown reason he hasnt made any recommendation yet. Not something to be very worried about, but have to keep in mind because it could cause more delays in the approval of the 10k visas for FY 04.

what was the Nov 16 that has been discussed before, I thought it was the cut off date for FY 03 the BCIS extended to meet the 10000 cap?
 
BCIS is reporting to be currently processing applications filed on or before 11/16/98.
This date has nothing to do with date on which FY 04 starts. Hope this clear everything for you

Because they are processing a case that does not mean that they will give a visa number right away or atthe same year. For some members (e.g. mirela's husband) of this forum they were supposed to get the green card 2 fiscal years ago.
