10 approv. dose NSC follows ND or PD?

10 approval on rupnet (3 EB3 PD beyond jan 2002), we can see
NSC generally follows the ND, not PD. after forcing PD, dose EB1/EB2 get fast
and EB3 get slow approvals? and may not approve any cases after set. 03 or 04.

NSC is strange

there are recent approvals for ND dates of SET/OCT 03. which are are EB3 and not so earlier PD.
