I guess the EAC02278 series is for late August'02 and early Sept'02 Receipt dates. Am i right ? It's surprising that these cases are being approved / RFE sent on 12/29 . I wonder what their criteria is for touching a case ?

Most likely close to FP expiry. Pattern seems to indicate that. Maybe clear cut cases are dealt with or maybe depends on the officer handling the case, maybe either a veteran r an rookie is allocated these cases.

What is the implication of transfer? Which cases get transferred or not -> address change/AC21 ?

This is true only for lucky guys ( <10% of us ). Where as it is true that all these odd approvals are for people whose FP is going to expire, the converse is not true. Many people do not get approval even as their FP expire now.
