1-140 reversed July 07 Visa Bulletin

According to my lawyer, even though the USCIS is accepting i-485 applications thorugh August 17, the I-140 must be filed earlier than August 1:

you must file your I-140 before August 1 if you want to file your I-485 before August 18.

Where has he gotten this information from?. I believe I can file the I-140 concurrently with the I-485 through August 17...

If your priority date is current you can file concurrently your I-140, I-485 along with EAD and AP.

What about concurrent filing applications. I am going to do the same. Isnt it a little overboard to expect 140 to be filed in just 10 more days. Is there any other confirmation about this news. say from USCIS site.Any inputs.

My lawyer told me that there is no such information available from USCIS. He is suggesting that it should be possible to file both I-140 and I-485 before Aug. 17. I am just taking his words for granted and going to file I-140 in august!!!!?
