n-400 and n-336 together

i want to ask if anybody knows any rules regarding new application of n-400 while N-336 review is still pending..... My sister got N-400 denied on physical presence calculation mistake for 3 days. ( she was out of country total 916 days in last 5 years while rule is for 913 days). difference...
