I want to start this thread to find out how exactly are visas annotated for people with past arrests or convictions. In my case it said:
"Fingerprints checked. Not an ineligibility."
I think it means that they did a fingerprint check even though the name was not located in the...
Oh and the dates were:
Interview: March 14, 2005
FP returned by FBI: March 18, 2005
FP sent to the Embassy from the National Visa Center: March 21, 2005
Visa Approval: May 27, 2005

Salman you don't need a machine readable passport to enter the country. But if you enter the country without a machine readable passport, then you'll be fingerprinted at the port of entry. That's all. Congratulations on the visa!!

I am informed by the NVC that they forwarded the fingerprint information to the Embassy on March 21. Three weeks have passed. I am not sure how they send it, but if they send it electronically, then the Embassy is taking a very long time.
